Slovenia has set standards to meet EU criteria for renewable energy development; in 2004 feed-in tariffs were established which average approximately 6.3 Eurocents/kWh for commercial generation.  It seems apparent that the Slovenia government is specifically targeting small hydro development and rehabilitation to increase renewable energy capacity and to meet EU standards.

Perhaps the most promising renewable energy technologies for project development are biomass and small hydro.  Over 50 percent of the land in Slovenia is covered by forests and heavily wooded areas.  Wood is an important fuel source for heating in which forest residues alone contribute to around 360 MWth of installations.  There is also excellent potential for small hydro development and rehabilitation.  Approximately 40 small hydro units along the Sava and Soca rivers are very old (pre-World War II) and will need to be refurbished to remain operational.  This alone could add as much as 150 MWe in generating capacity.  The Slovenia government would also like to develop another five hydro sites along the lower Sava River, which could add about another 200 MWe of new hydro capacity to the system by 2010.

Wind Power Development in Eastern Europe/Eurasia Discussed

As of August 2010, there were 30 wind energy projects in the JI pipeline, totalling an installed capacity of 1,280 MW. The largest one of these, at 300 MW, is located in Ukraine. This group of countries ranges from new EU members such as the Baltic states (Estonia, Latvia, Lithuania), Bosnia and Herzegovina, Croatia, Serbia, Slovenia, through Romania and Bulgaria and then eastwards into Russia and Ukraine, and finally south-eastwards into Central Asia, across the countries that used to make up the Soviet Union. The IEA has also included Cyprus and Malta in this grouping.
